The Fianna Fail leader Micheal Martin claims it is the leadership issue in Fine Gael that is causing the problem in getting an agreement on water charges.
Michael Martin was in Enniscorthy last night to attend the retirement party for former Wexford TD John Browne.
Speaking on South East Radios Morning Mix the Fianna Fail leader said there was agreement between his party and Fine Gael on water charges last weekend.
