The minister responsible for public spending says there’s very little prospect of the fiscal space expanding before the Budget.
Paschal Donohoe says only a major policy change, or a serious change in exchequer returns, would change the amount available for spending.
He says only a major surge in exchequer returns for September would be enough to free up more space for spending.
